Solar on a listed building: do you need a permit in Portugal?
Solar panels on a listed building, in its protection zone, or in a listed group or site are not covered by the minor-works exemption. The heritage rules in art 4 apply, which means a licence.
- Answer
- Not exempt: a licence, as for any exterior work on such property
- Why
- The exceptions in art 6-A(2) exclude listed buildings, protection zones and listed groups or sites from the minor-works list
- Elsewhere
- On an ordinary house the panels are exempt within the roof and 1 m height limits (art 6-A(1)(g))
- Council rules
- Your council can add detail in its own building regulation where the law lets it, so ask before you start.
- Legal basis
- RJUE art 4(2)(d) and 6-A(1)(g) and (2), RJUE (Decreto-Lei 555/99) as republished in the Annex of Decreto-Lei 108/2026
